Abstract

Multitiered system of supports (MTSS) is a widely adopted framework for improving academic, behavioral, and social-emotional outcomes for students. Despite substantial research and widespread implementation, there remains confusion regarding processes and implications for subsets of students. This article traces the historical development of MTSS, presents its conceptual foundations, and identifies evidence-based core instruction, universal screening, targeted interventions, progress monitoring, and implementation fidelity as its core components. We also introduce the Journal of Multitiered System of Supports (JMTSS), a new international journal dedicated to advancing MTSS research and practice. The journal seeks to bridge the research-to-practice gap by publishing rigorous empirical research, systematic reviews, conceptual discussions, and exemplary school-based applications.
